After trying all available options, ive finally found one solution of an offline GPS navigation that is working for my HTC Desire. Tested on mine, my friends desire and my friends motorola milestone and it is working. Guessing that it perhaps would also work on other Android 2.1 devices too and if its not working, do post it up and ill try to troubleshoot the issues.
The one we’re using here is Sygic GPS Navigation with Malaysia & Indonesia maps + audio + English UI! And note that this is an ehem2 version.

Follow the steps below to get it working,
1. Download Sygic Mobile Maps 9 v7.71.7034 from this link
2. Download Malaysia Map .pak from this link – password : override182.net
3. Install Sygic (for android 2.1). Get the apk file here
4. Unpack the files in step 1 and place the files onto your root of SD : SD/Res, SD/Maps, SD/Drive
5. Go to your maps folder on your SD and create a new folder, “mys” which refers to malaysian maps. It now should look like this SD/Maps/mys.pak
6. You can delete the wcl folder in the SD/Maps as we’re not going to use it. Thats the worldwide@american maps package
7. Delete the Mobile Maps 2009.mlm file in sd/Maps and replace it with this one. I have already edited it so that it could now load our new map pack replace the old one.
8. And now we’re going to activate it, run sygic mobile maps on your device, run the keygen which is provided in the file in step 1, choose manual activation and copy down your Device ID. Point your .mlm file (sd/Maps/Mobile Maps 2009.mlm) and key in your Device ID and generate the serial number.
9. Key in your serial number for activation and you’re ready to Navigation if it is successful xD
Tips : It is best to copy down your device ID and u cant point your .mlm file to use the keygen at the same time on opening the app as your SD card is mounted. The application cant run on your phone while being mounted. To use the keygen, u will have to mount your SD card to your pc to point at the file. You might experience this issue but no worries, copy down your Device ID somewhere, mount it, generate the serial number then unmount back to open up the app and key in the serial number.

Bro… i launched sygic on my device… what i saw is it says no maps are loaded… i follow all ur steps.. including the replacement of the .mlm file… pls enlighten me =(

Thanx override182 for the post and instructions..however, it needs clearer explanation..just let me add.
all the steps are correct,
but the map file placement is really a missing lot.
-once u have downloaded the malaysia map with extension .pak, ( step 2 and make sure to extract it!), -then put it in a folder so it looks like this “SD/maps/mys/mys.pak”.
-NOT “SD/maps/mys.pak/mys.pak”..I’ve try it, not working at all.
Then you won’t have that annoying “no maps are loaded” anymore..

i installed in htc wildfire, everything is done, map also activate already, why when run the software, can’t load any map…..
